Roofers didn't do the job they quoted

Hello,
I had a problem with some of the leading around my chimney falling away and was stuck in the gutter. I was worried there might be leaks.
I approached a local roofer who came out to look when I was at work. It's clear they didn't go on the roof (I could see on the doorbell they looked up from below), but I trusted that they needed to redo all the leading because they said it had "come to the end of its lifespan and needs releading and resealing".
The cost of £420 covered the "removal, supply and fit of lead", which sounded like value, given some of it was coming away.
When they arrived they realised it seemed less work than was required, and they could get away with hammering back down the piece of lead that had fallen off, and went to build up what was already there and resealed. It was about an hour's work, and it looks well sealed now. We both seemed happy - they did a good job, and actually I thought it was going to be more value for money by not doing what was quoted.
Now they've come back with the same price as taking all the lead off and replacing despite not doing that. And when I disputed that they'd not done the work they'd originally quoted they said they only quoted this additional work for peace of mind to know it wouldn't cost more if they had to do it.
I don't want to fall out with them over this, but I have a camera in my garden that shows they've not completed the work quoted, and feel it was a little steep for what was actually done.

Yes I wouldn’t pay them the quoted price, plus it would cost a lot more if replacing all the lead, making chimney back and front, lead soakers and flashings.
Do do inform them you will provide a free bag of hay for their horse.A thankyou is payment enough .1 -
What would the scaffolding have cost if they'd decided that was needed? I paid what I thought was a ridiculous £500 to have someone go up and repair my chimney, but he went up without scaffolding and my neighbour said 'it saved me hundreds of pounds'.£216 saved 24 October 20140
