    See if the council have it. If not then tell your conveyancer you don’t have it.

    I'd query why they want it. I may be wrong, but I thought the council only had 20 years to pursue any deviations from it.

    No, the planning enforcement time limits apply from the date the development took place, or in some situations when the council first became aware of the issue.

    What matters the most is what this document is, and what it says.  For example, there may be a planning condition relating to the use of the building, in which case there won't (necessarily) be a time limit on action if the condition is being breached now.
