Morrisons Payment Failed

I got a further reply from capital one of which they went into much more detail. Will try to get this passed onto someone with clout within Morrisons, but it also meant their first reply to me was incorrect where they claimed Morrisons didnt follow the payment through.

I’m sorry that your transactions to Morrison's were declined.
The reason for the decline is that the merchant failed strong customer authentication.
This means, the merchant has to process certain transactions by a secure process called 3D Secure under SCA (Strong customer authentication) rules guided by FCA.
Some merchants may not have set this up or not updated their systems to do this.
If we receive transactions that haven't gone through 3D Secure, then we'll need to decline them.
If the transaction already went through 3DS, this could mean the OTP was not successful.
If they have used 3DS, the merchant needs to attempt the transaction again.
If they don't process this correctly, the transaction will continue to decline.
This is outside of Capital One's control, the merchant is at fault and needs to process the authorization correctly.
