Civil Enforcement Appeal

I have read the newbies post and copied the 1st appeal template. Just about to complete the appeal online but they have a page that asks
"Are you the driver of the vehicle" Yes or No
"Are you the owner of the vehicle" Yes or No
Assume I answer no for the driver and yes for the owner? Just wanted to double check :-)

That's Sara Roberts at the BPA, and please tell her Coupon-mad on MSE sent you because the previous Head of AOS, Steve Clark, already handled a formal complaint about this and told CEL to stop this and remove that question from their appeals page over a year ago.PRIVATE 'PCN'?
