Civil Enforcement Appeal

I have read the newbies post and copied the 1st appeal template. Just about to complete the appeal online but they have a page that asks
"Are you the driver of the vehicle" Yes or No
"Are you the owner of the vehicle" Yes or No
Assume I answer no for the driver and yes for the owner? Just wanted to double check :-)

That's Sara Roberts at the BPA, and please tell her Coupon-mad on MSE sent you because the previous Head of AOS, Steve Clark, already handled a formal complaint about this and told CEL to stop this and remove that question from their appeals page over a year ago.PRIVATE 'PCN'? Some nasty person could use your PoPLA code to ensure you lose and admit liability, and make libelous statements about the PPC and PoPLA!
YOU NEED TO DELETE THE LETTER FROM YOUR DUPLICATE THREAD AS WELL.
