Looks to me like it could be two cycle lanes. (One for each direction) The one on the pavement is marked poorly.

Could be. I see it as sufficiently confusing as to possibly see adjudication going in favour of the motorist, especially if people are parking there every day thinking it's a bay.
We wouldn't (regulars on here or pepipoo) but we know that bays are always marked by broken white lines because we look at bays a lot.
The average driver wouldn't see the difference and could easily take this crappy white area to be a bay.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

With the new keep your distance from cyclists and two way cycling in one cyclig lane its probably to keep vehicles away from the cyclists.
