On the 06/06/2022 my vehicle was photographed stopping to allow my wife to enter our vehicle at Liverpool Airport. I was stationary for 14 seconds according to the mobile units footage across 3 images. I was on part of the red route at the roundabout nearest to the terminal, but, conscious of this I pulled across the slip road, off the main carriageway and off any red lines.
My reason for pulling over was because my Wife suffers badly from osteoarthritis, had been diagnosed with cancer and was struggling to walk from the terminal to the open-air parking area adjacent.
I received the original notice around 5 weeks post incident and as we were preparing for my Wife's operation and forefront in our minds was getting her through this initial period prior to post surgery treatments.
I received a second notice dated 02/08/2022, on 10/08/2022.
At this stage I emailed the company with the above information and outlining my reason for not responding sooner as above.
I sent my first message on the 10th with a response coming on the 11th rejecting my appeal as their appeal deadline had passed.
I replied immediately and asked them to reconsider and use their discretion and deal with the matter sympathetically. As yet 15/08/2022, I have had no further response from the company.
Should I pay, continue to appeal, seak legal advice or simply ignore the charge.
Your help, advice and recommendations of who to contact if necessary, eg, an ombudsman or similar service governing this kind of situation would be greatly appreciated.

Keep all letters.
Await a court claim and defend it.
There is no ombudsman but the county court is the 'ultimate arbiter' with no CCJ or huge costs risk if you follow the NEWBIES thread second post advice. Even if you lost, no CCJ because you'd obviously pay, but we only see 1% lose in PPC Court cases.

My thread was about Bristol Airport, and the fact that my relative stopped outside the area where VCS are contracted to operate, so I don't think it helps, other than to show the court VCS have form for issuing charges where they have no authority to do so.
If possible, revisit the site and record the route taken using a dashcam and/or someone with a video recording device, whilst slowing down at the relevant point to prove there were no red lines present.

Unfortunately it sounds like you have admitted to being the driver, do not contact VCS again, do not reply to anything from them. Wait for a Letter before claim or county court claim. Search the forum for other Liverpool airport cases, there are wins and losses.
