Deliveries Only but was making a delivery

Up front, I've read the newbies thread and would like to confirm my understanding on a few points.
Background:
I have a fine from UKCPS for parking in the Deliveries Only area (Cardigan Fields, Leeds). I could probably have parked in a proper bay, and paid for a ticket, etc, but I was only there drop off some documents and then leaving, which only took a few minutes. I would class this is a delivery.
I appealed to UKCPS a few days after receiving the Notice to Keeper (In April 2002, but I didn't receive a response. My complaint to the land owner was politely laughed off. The debt has been "passed" to debt collectors "Debt Recovery Plus" (July 2022). Last week I tried writing again to UKCPS but this time they did respond and just said "Unfortunately, the parking charge has now been passed to DRP and you will now need to contact them on...". Obviously I've ignored the DRP letters and won't communicate with them.
The points I need to clarify are:
- The Notice to Keeper seems to have followed the correct process. If I understand the NEWBIE thread correctly I don't think I can challenge the charge, until/unless it goes to court.
- I would have to go look at the sign to see if it mentioned anything about the Delivery Only area, but would it matter if that space has "deliveries only" painted on the ground.
- Have I understand correctly that the most they can ever charge me is the amount of the parking charge (£100), and can't add debt recovery costs? DRP letter shows £170

I can't see this going any further. UKCPS haven't pursued a court claim for some three years now, and I can't seeing them resurrect their litigation career on your case. Ignore DRP, they can do absolutely nothing except send silly letters. Only come back if you receive a Letter Before Claim or a court claim from the Northampton CCBC.Sleep easy.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
