PCN challenged - response received after 28 days

Morning All. I have received a PCN for overstaying 20min at a shopping carpark. I challenged the PCN using their online service and received an email saying that they would respond within 28 days. I received the response 33 days later - my challenge was obviously rejected. Do I have any rights to not pay that PCN because they didn't respond within 28 days?

What happened when you complained to the landowner?
Where did the alleged event occur? It may have cropped up here before.
Have you complained to your MP?

It's a car park next to shopping centre (Wembley). restrictions are 90min max. clearly marked.
I haven't done any shopping there, just went for a meal near by.
My PCN arrived to my home address with my name on it. it has a photo of my car from a car park camera.
PCN is from UK Parking Patrol Office.
