VCS Ltd - appeal response POFA 2012

Hi, Ive read various posts and used templates etc to send as an appeal. The company push you to their website to fill in an online appeal / pay etc. This case is for several PCNs,. I have appealed on the basis that the company havent complied with POFA 2012 as all the notices came through 3- 4 weeks after the alleged offence (no physical ticket on the car). Its a private bay covered with a camera which theyve included a photo on their forms. They have replied to say that they are not relying on POFA 2012 and again invited me to appeal or pay.....so I have not even had a rejected appeal response that I can use to appeal with IAS. I was not the driver for any of these and have not provided details of the driver (on their forms is 'invites' the keeper to provide them with details). Ive taken screenshots etc of each of the appeal entries and sent an email to them.
a couple of questions please
1. If they have/are not relying on POFA (not mentioned on their forms) and there is no compulsion/legislation on the keeper to provide them with details of the driver how can they pursue the keeper or will they do this anyway ?
2. There seems little point in going back on their website to appeal again which is what they are asking me to do. Their site provide a range of drop down options as the basis for appeal and there is none that says 'I was not the driver at the time' as they are pushing for keepers to input the driver details elsewhere. I have not said in my correspondance that I wasnt the driver - should I now do this and tell them I wont provide the details of the driver?
3. I note that some have said appealing to IAS is pretty useless anyway but should I do anything else to show that I have tried to follow their processes?

I might be wrong, but can we perhaps summarise that by saying that you have appealed several times as the keeper and each time they have not actually rejected your appeal, but instead are asking for you to name the driver before making their accept/reject decision?
If so, ignore that stuff and wait for their appeal rejection.2 -
