Insulation/ventilation of loft

We live in a recent build (2016) Brick built with imitation slate pitched roof. While sorting out and increasing loft insulation I noticed the eaves are full with insulation. Investigating a bit further I found the gaps between rafters are closed off with some sort of cement board (or similar) and the outer ends of the rafters exposed (Painted black) There are no barge boards or soffits. Is this a normal construction nowadays? Does the loft not need ventilation?

Yes, it needs ventilation.
When you look at your roof from particularly the outside, do you see some funny things on it, and perhaps along the top ridge, that could be vents?1 -

Just a thought, if they fitted an air open, vapour permeable membrane under the tiles like those from Klober then additional ventilation isn’t always required although is often still recommended.
