No fuel cap for oil or green electricity?

We live in the countryside and our house has no gas supply. We therefore use fuel oil for heating (plus some coal and wood in solid fuel appliances). Our electricity supply is from Ecotricity who I understand are exempt from the price cap because of a ‘derogation’ for ‘green energy’ suppliers. It is currently impossible to switch suppliers.

It seems therefore that we have no protection at all from the energy price cap against rising prices. Why is that and is it fair?
