Can we claim pensioners discount to help with costs ?

We have had the mother-in-law permanently living with us now for a few years, and what with the extra costs of (Almost 24/7 Heating in the colder months) and extra gas / electric during the day would we be able to claim the pensioners discount to help with these rising costs? Thanks for an help with this.
