Help with costs when working from home

Hi - so, husband has been working from home since lockdown started. He’d like to go back to working in his office (1 mile away) but has been told he is not allowed to (the company own the building and it cannot be sold as it’s a telephone exchange!) However, he can go to work in Birmingham (approx 140 miles away!) Because of this option to work in another office, he has been told he cannot claim any expenses incurred due to working from home. With energy bills soaring, we are worried about winter - can he claim anything towards our ever increasing energy bills? Is this even legal? They’ve said they’ll pay him mileage to work in Birmingham but isn’t this ridiculous with the cost of petrol and issues surrounding climate change!
Any advice would be most gratefully received. Thank you
