    I think your approach makes sense. I'd go through each point, responding to whether the damage is valid and whether the cost to remedy is reasonable. Some things can be missed initially, but be obviously built up over time while others might accidents after the fact or just the LL chancing it  regardless of the dates. I would: 

    - For the new additions you disagree with, just say this was not the case when you move out, referring to the fact they were not on the check out (and if you have any pictures). 
    - For the new additions you agree with, just say 'agree' and query the amount if relevant. No need to mention that its new, so won't weaken your position regarding other post check out things. 

    Note there's no magic to a check out report. Its of course good evidence for you if something wasn't included, but its not absolute. You can't just decide to reject everything post check out - at least the arbitrator will just evaluate based on what they think. You may well win using the check out as evidence, but again its not 100%.
