It is a navigation aid for boats entering Braye Harbour. The item in question is on Route de Braye labelled Q.W.17m12M at the bottom of the chart below. It is paired with another one labelled Q.8m9M located on the small breakwater. When viewed from a boat, when the two are aligned your boat lies on the black dotted line on the chart below.
