Wing Parking on Haringey Council Estate carp park

Hello all, wondering if you can help, I am dealing with a PCN on a friends behalf, he appealed at the first stage and it was rejected.. interestingly, the rejection letter says the following in bold....

We trust the above clarifies the situation. We will allow a further 14 days from the date of this letter during which you may pay the discounted charge of £60.00 and thereafter the full charge of £100.00 will be due. Your account has already been amended to reflect the lower charge and full details of how to pay are shown on the rear of the PCN or on our website, http://www.wingparking.co.uk/make-payment.html We hope that we have addressed the issues raised in your appeal, but if you are dissatisfied with the facts outlined in the reply, you have the option of taking your complaint further, to Stage 2, by writing directly to our clients within 10 working days. If you wish to make a Stage 2 appeal, please address your correspondence to: Wing Parking Ltd, Appeals Department, Lytchett House, 13 Freeland Park, Wareham Road, Poole, Dorset, BH16 6FA. Alternatively, you may email appeals@wingparking.co.uk. We recommend that any Stage 2 appeal is submitted in the same manner as the corresponding Stage 1 appeal as this will make it easier to match the correspondence. The Stage 2 appeal must be made within 14 days of the date of this letter and must state why you are not satisfied with the Stage 1 reply and must include any relevant new evidence. Please remember to quote your vehicle registration and the PCN reference number. Please note that enquiries about appeals will not be dealt with by telephone. now I was under the impression (after searching and reading other wing posts) that second stage appeals went to the council of which wing were contracted to? 
it also says there is no other appeal process after their second stage appeal , what about POPLA? has anyone else had a wing parking ticket in a Haringey council car park?

any help would be massively appreciated.

    Ohhhh dear, should never have appealed.  Should have ignored it.

    Didn't he realise Wing Parking are not in the BPA or IPC AOS and could not have got his data?  Anyone can park there and ignore parking tickets entirely... the site is a free for all.

    You can park there free, did you know that?  All his friends and relatives can park there free.  No-one has to pay for a permit. Wing's fault for opting out of an AOS. 

    Nothing wrong with us telling people to highlight that by using the site for free.  The landowner will eventually realise this doesn't work and Wing are avoiding the new regulatory Govt rules coming in.  There will be a big gulf between regulated parking and trash like this, once the Govt get it right.

    Wing left the BPA over a year ago and just issue chancer PCNs to windscreens.

    They only get data if a victim appeals!  Ooops.  Tell him never to respond to them again.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
