Sash windows painting advice

I'm looking to get my sash windows painted. I had them painted about 6-7years ago when they were first installed. The painter used oil based paint. No issues at all. Then about 2 yrs ago they needed painting again for a freshen up. I requested oil based paint but when I looked more closely - it was waterbased paint. Within 2months of the paint job the paint had started peeling.
I have wanted to get them redone. I requested oil based paint given my last experience. Spoke to the painter who agreed this. Now coming closer to the time he says he wants to use water based paint instead as he's worried that the windows will stick when painted. I'm worried given my last experience that I'll end up with a similar result and potentially wasting money.
I'm looking for some independent advice regarding oil vs water based paint in this situation. Will water based paint stick to the previous paint? Would it be better to go with oil?

Oil-based takes a long time to cure, that's the concern.
I've read that you can use wb over ob if you sand down properly, but I've always used ob on ob.0 -
On a recent thread regarding just this (not sash, but same issue of sticking would apply), I was directed towards Zinsser's AllCoat, which is water-based, sticks to pretty much any substrate (including bare wood - no primer needed), and is supposedly good for 15 years.
I'll be doing a window myself soon, and it'll be my choice.0
