Council increased penalty charge without sending first notification

Hallo MSE pals,
I've received a very irritating PCN for failing to proceed in the direction shown by an arrow on a blue sign in Crystal Palace. I'd say the case is ambiguous at best, but that's not my main gripe.
The offence was committed on 6th June. Today was the first I heard about it when I received a letter informing me of a 50% increase in the penalty charge to £195. As you can appreciate, I'm fuming about this, not least since Lambeth Council seem to be impossible to contact. I absolutely have not received any communication from them before this. Do we reckon I would be able to appeal on ground of the penalty charge exceeding the amount applicable in the case?
