Have recived a parking overstay fine from local TEsco car park Horizon. Issue is I was not the driver I was working at home and someone else used my car and parked for shopping and was late going back to pick up. Can I ignore the fine not driving that day?

It's not a fine but no, you cannot safely ignore it because Horizon occasionally sue people and have six years to do so. It won't go away.

The fact you weren't driving wins the appeal anyway.  You just need to do what the NEWBIES thread tells you to do.
