Cold water with low pressure

I’d plum for a valve not opened fully, unusual to have a shower valve on unequal pressure’s.

We did when we moved in and it was crap quite frankly. It was the opposite way though, cold on mains, hot off the tank. It's been sorted now though thankfully.

A case of lack of knowledge , maybe fitted by a Diy er. Or pretend plumber?
