OP, putting a meter on a 90+ year old lead pipe may not be to your advantage, I note you do not want to replace the lead pipe due to concerns about disruption but there are trenchless methods that keep that to a minimum and grants may be available for the work.
In our area it was/is a good selling point if this work has been carried out.

Final bit of help required. I contacted United Utilities and after I said I wanted the meter fitting outside my house (their website says they prefer to fit them inside the house) the lady said indoors they'd fit it for free, but outside would cost me £201+VAT. I contacted a couple of people who have water meters outside their house, and although fitted a few years ago I was told that in both cases it had been free.

I reckon probably the woman on the switchboard hadn't been trained very well. Or perhaps charging policy has changed. Has anyone here had to pay to have a water meter fitted outside their property boundaries?

I’ve frozen pipes upto 2” in dia, any good plumber should be able to freeze a pipe and fit a stopcock.
id phone them and tell um my tanks are badly overflowing  (at night) wasting water and you can’t shut it off. Plumber said outside stoptap is broken.
A thankyou is payment enough .
