I received an appeal refusal letter from PPS (which of course states "use IAS") No way Jose....so I decided to start an appeal with POPLA. I did NOT receive a "10 digit verification code" as requested by POPLA with the emailed letter, so wrote back to PPS requesting one. They replied with "We do not use POPLA....IAS details on letter".
Ummm...Its ME using POPLA not them???
Anyway is this true....will POPLA not touch this? IF so, who do I turn to?

Hello and welcome.
Each parking company subscribes to one of two Approved Operator Schemes. One run by the BPA and one run by the IPC.
You parking company is a member of the IPC and their second level appeal handler is the IAS.
You cannot use PoPLA - that is only available to the victims of BPA Approved Operators.1 -

However with 6 charges against them and none settled, maybe Natwest should be the one to worry
The landowner is the one who employs this bunch. The council can tell you who the landowner is1 -
However there appears to be a loan outstanding on this car park, whether it’s for fixtures/fittings for the car park, or purchase i would say it’s possible PP own it.1

Covid lockdown put all companies under pressure and especially parking companies as their income dried up
