DCBL unpaid County Court Judgement

Received a letter from DCBL regarding and unpaid county court judgement. Client is parking eye value is £197.
I was not aware of any county court letters being sent recently, so checked the on-line payment screen to see what the fine was for and it shows the registration number for my old Audi A6, that I gave to a garage in part exchange for another car back in 2019. I have not received parking fines or CCJ for the Audi, that I can remember.
Phoning the number on the DCBL letter is useless as it gets nowhere and there is no e-mail address provided.
Therefore I have not owned the car since 2019, so is this a scam ?
Any help or support in resolving this will be appreciated...

    You need to phone the Northampton CCBC to find out the date to which the claim  relates, the date the court claim was issued, and to what address.  Prepare for a long wait on hold, they are very busy, but you are in need of the information above. 

    2019 is not long ago in the context of private parking claims, PPCs have 6 years to pursue in England/Wales, and we are currently seeing claims coming through with just weeks to spare before the Limitation Act deadline. 

    Don't panic about the DCB Limited deadline; we've seen a very similar case on behalf of PE just this week. We think it might be a last throw of the dice by PE to scrape a bit of cash, they and DCBL are not usual or natural bedfellows. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    I would be getting hold of the dealer who bought the car and asking why they did not complete the paperwork properly - assuming you did your bit and filled in the relevant section of the V5C!
