Hi,
I have some cash available in my bank account. How do I get effectively invest it? Should I pay off the mortgage or Help to Buy loan or put it in a savings account or buy another flat?

You’ve identified some of the options already. Other options include your pension or a Stocks & Shares ISA. We can’t really suggest much without knowing a lot more about your current situation.

or buy another flat?In a house price crash, flats always suffer worse than houses. Just saying that as the economics are starting to align to the sort of levels where a house price crash would typically start to occur. it doesn't mean it will or that the crash will be large or lengthy. Just that such an option would need to be very long-term and may not have short term liquidity.
