    PoPLA is not an option, ever, where an IPC firm is involved.

    I suggest the keeper appeals each and every PCN using the template in blue text from the NEWBIES unless a landowner cancellation is forthcoming in the meantime. That way the PPC will know you are getting forum help.
    Note that IPC members normally only allow a 21 day appeal window, so make sure the keeper does not miss the appeal deadline, but does leave enough time for the landowner/Air BTN to respond.

    There is still time, and the option, for the keeper to transfer liability to the driver any time before a court claim is issued, which could be any time within the next six years.

    Yes, i did read that IAS is a kangaroo court. I was hoping that there is still an option to go to POPLA though. Is there any point in contacting CPM and ask them to reduce the charge? Do such things happen?
    POPLA is only for BPA members not IPC riff raff operators.

    What will happen next will be a few letters from idiotic debt collectors adding a fake amount.  YOU 100% IGNORE these circus clowns as they are totally powerless and cannot do anything

    Then CPM might try their luck and instruct a dodgy solicitor, normally the well known incompetent GLADSTONES who were recently busted for £30k by the SRA

    A first letter from them will be a "letter before claim" which will include the fake amount added by the circus clowns.

    That would be a disastrous approach and completely off piste. Not what the forum NEWBIES thread tells people to do at all and it would fall on deaf ears, because UKCPM are greedy ex-clampers.

    They don't manage car parks, they enforce them. they want money. Only money. Do not make offers. They don't have a customer service department, and you are not their customer so there is no listening to reason with these firms. Did I say they only want money?!

    By offering to pay you could be taken to admit liability and that won't help your OTHERWISE GOOD chances of winning in court

    Relax! Do what the NEWBIES thread tells you to do.

    You could also add to the template appeal, two things:

    (a) your reasons for parking where you did and that no signs were seen,

    (b) that you will not be paying nor using the kangaroo court of IAS which only allows 4% of decided appeals in favour of consumers and is a complete farce by consumers, MPs and motoring organisations alike.  

    (c)  keeper names driver and gives their full name and postal address IF YOU HAVE DECIDED THE DRIVER IS BEST AT THIS BECAUSE IT WILL INVOLVE A COURT CLAIM.  If not (if the keeper is better at handing it), do not transfer liability.

    (d) You also object to the industry's false added £70 per PCN that the Government intends to ban and declared in February to be 'extorting money from motorists' and you object to the use of unregulated 'debt collectors' pre-action. You specifically refuse to deal with their 'no-ein-no-fee' aggressive debt demand thugs when no debt has been proven. Therefore, if UKCPM think they have a cause of action you want them to follow the pre- action protocol, not issue inflated debt demands and instead send a Letter before Claim then reasonably issue one court claim, with no added false fees (only the capped court fees allowed).

    For the avoidance of doubt, to deal with the matter justly, in a timely manner and at minimum cost (and to avoid distress from harassment by third parties) you require the unnecessary harassment/gaslighting 'pseudo bailiff stage' to be bypassed completely and you want to resolve the dispute in the small claims track.
