    Same, the grant people aren't interested if there is already insulation, no matter how poor.

    I almost got the impression that the energy companies and the installers adopt their own interpretation of ECO 4, whether or not this is finalized, and it's a matter of where you live and who you ask.

    Possibly, depends who was giving you that information. I can see someone looking at a property details in an office and making the assumption that if there was pre-existing cavity wall insulation when built then building regulations at that time would have required loft insulation. If cavity wall insulation was added later then all previous grants schemes would require the loft to be done first or as part of the cavity wall insulation - so sort of makes sense.

    Also the ECO grant schemes don't provide funding for 'top ups' i.e. if there was 4 inches of loft insulation but current building regulations require 6 then still no funding.

    Seems that I'm on a loser either way - unless there is a revision to the ECO rules which someone else said could not be ruled out in current circumstances.

    ...I have been trying without much success to find out just what the latest offers and sources, rules and regs are if one wants to take advantage of the Government's (and Opposition's !!) exhortations to insulate one's home are concerned. .....may or may not be the key to accessing financial support. ...
    I'd appreciate hearing from anyone who has been through these hoops lately and has lived to tell the tale.
    I asked - I didn't get - so I bought my own. TBH, I think there are folk far needer than I and no council has enough dosh to give anyone anything these days. I didn't hang about either - the usual summer BOGOF offers on loft insulation don't seem to be happening this year and I suspect buying rolls of loft insulation this winter will be like trying to buy fence panels after a gale. Combine higher consumer demand with: industrial action, factories closing because they can't afford the leccy bill, war in Europe and no adults in the room at Westminster and I think we will all need to get used to a greater level of self-reliance than we've become accustomed to  :/
