I wonder if the definition of temporary is significant. So a non uk car can ignore 32 window tints, 15 brakes, 24 tyres, 29 steering, 75 weight. I think not.0 -

The only C&U regulations which do not apply (to vehicles brought temporarily into GB) are listed in Column 3. So by default, all the others do apply. Regulation 32 is not listed in column 3, so it is amongst "all the others". So it applies.
You're quite right about one thing - it really is quite simple to understand it.0
