Charge Notice Appeal period

I have had a Charge Notice (Private company) issued against me. It was sent by post while I was on holiday and also a second letter removing the ability to claim a discounted fine (£60 instead of £100).
I wrote appealing the charge, explaining the above, but this has been dismissed outright as it is outside the appeal period.
On the face of it, were I still on holiday, I could have already been issued with Court proceedings.
How can you appeal, or pay, a charge you are unaware of?

Did you read the NEWBIES thread first post and use the template appeal?

Thanks for your reply. I've looked at the threads you suggest.
PPC is VCS, and sadly I've already appealed using the Which? template so I've already admitted it was me.
Tried POPLA (no joy with them), then BPA (who told me VCS are with IPC, not them) but not possible to log an appeal/complaint via their website as it rejects the CN reference and my registration number.
A useful thing I came across was the bye-law (this was at Liverpool Airport) limiting any penalty to £100. VCS are now asking a Demand For Payment of £170.
Wrote to Liverpool Airport (JLA), waste of time. Told to follow up with VCS, who I'd already explained to them were refusing to engage with me, but they just repeated that line of approach.
I notice you encourage victims not to pay and ignore future demands, and I understand the logic, but I'm afraid I'm beginning to weaken at the prospect of having a potential court case at some indeterminate point in the future.
PS I've also advised the Deputy Mayor of Liverpool (councillor for Speke).
God knows what John Lennon would think of all this.

The court stage is where we win! That's the stage you want and it will probably be a hearing over the phone. Think of it as the only fair appeal/challenge available to you.

I feel I should at least communicate by post with VCS to show that I'm not ignoring their reply (and their Demand For Payment) and reiterating my Appeal letter. What do you think?0

Yes, a robust response is good. Maybe you missed the one I wrote yesterday, if you are only reading VCS threads? Any current claim/defence or LBC stage threads are worth you reading.
I can't recall the username of the thread but it's in my replies yesterday (easy to find on my profile) and starts 'Dear Sirs'.
