Failed to reply Order for Recovery

PCN from Royal Borough of Greenwich - Millennium Way

I came to know about an outstanding order for Recovery (dated 02/05/2022) on my car couple of weeks back. I immediately called TEC regarding the options available to me as the date to respond to the Order for Recovery has passed. I was told that a warrant hasn't been issued and I need to file TE7 and TE9 forms ASAP. I stated in the form that the delay was because I hadn't received the PCN since the date of contravention (12/24/2021) as I was out of the country for 2 months immediately after that and then changed 2 addresses.

The contravention is "Stopped on a restricted bus stop or stand (camera enforcement)". It wasn't a valid contravention as per their evidence which clearly shows that I never stopped. I only slowed as it was raining heavily on that day before turning left. The video itself is 4 seconds long showing that I never stopped.

Unfortunately, I could not contest it now (or can I?)

Please guide me through this harrowing experience.

Have a read through some of the other threads there before you post your own, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
