Scottish Power survey was wrong.

We want to move our electric meter to an outside wall so I contacted Scottish Power. They came out to survey the site and told us where we had to dig a hole and to what size. Our tradesman has just spent 3 hours digging the hole and he only came across the water pipe, which is obviously what SP's scanner picked up!! He had a bit of a measure and tried another area and luckily he found it and it was only just 4 inches under ground. Obviously SP are charging us a small fortune to move the meter so I'm not happy that they couldn't get there survey right. Do you think we have any grounds for recourse?
