£330 more?  I make it slightly cheaper than the headline.

    January total is 365 x (27.13 + 41.20) + (12000 x 16.26) + (2900 x 63.58) = £4044 exc VAT or £4246 inc VAT

I just added the totals presented:
    October: (99.02 + 1785.25 + 150.38 + 1665.67 ) x 1.05 = £3885.36 (inc VAT)
    January (99.02 + 2050.20 + 150.38 + 2121.44) x 1.05 = £4602.09 (inc VAT)

    But now I'm confused:
    October: gas - 12000kWh @ 14.05p/kWh = £1686.00 (ex VAT) ≠ £1782.25. elec 3100kWh @ 48.88p/kWh = £1515.28.00 (ex VAT) ≠ £1665.67.
    January: gas - 12000kWh @ 16.26p/kWh = £1951.20 (ex VAT) ≠ £2050.20. elec 3100kWh @ 63.58p/kWh = £1970.98 (ex VAT) ≠ £2121.44.
Also not sure what I'm missing as you've used 2900kWh in your calculation for annual elec usage and not the 3100kWh you gave originally..

    The cap is written strangely.

The 12000/3100kWh numbers also include the 0kWh part, so you have to minus it out to calculate unit rates (or not add it in the calculation you did).

And OFGEM write the electricity cap at 3100kWh in their documents, but the published numbers in the end are for the typical household which is a 2900kWh user.
