Can I charge Parking companies for wasting my time

I'm now defending my 6 parking charge notice in 6 months. the previous times have all been overturned because they were dodgy. Won against Parking Eye, Council etc. Dodgy lines. Misleading signage etc. However it does take meticulous representations and visiting the site to take photos. Finding out who the site owners are corresponding with them.
I just wonder whether it is possible in the first instance when you provide your evidence to advise that should they continue to pursue it without counter evidence they are entering into a contract whereby they will reimburse the cost of time at a stated rate and then take them to the county court if they fail to pay.
Apologies if this has already been asked. did a search but didnt find anything.

Just like the private parking companies, anyone can issue a speculative invoice for anything they like.
But be aware, just like the private parking companies' invoices, your invoices might also be ignored.1 -
