Landline call charge cap

I recently asked Now TV if they could set a call charge limit of £0 for a landline service, so any calls outside of the package would not be allowed/charged. A relative is quite fond of 1471-3 to call people back, not only is it 20p a throw, but dialling back random numbers isn't a great idea. Now TV couldn't set a limit.
Are there any providers out there who will allow a £0 call allowance? I've set a zero allowance on my Plusnet Mobile service which is reassuring, so a landline provider who could do similar would be great.

    Probably won't be an option.
    1471-3 is chargeable on its own and won't be included in any call cap so its moot anyway.

    If the charges are more than a inclusive package then just buy that it effectively caps in all but name.
