No ticket received

Hi can anyone help .
I have received a letter from a debt recovery saying I haven’t paid a parking fine . Iv never received a ticket from anywhere and when I looked at the date they are saying I parked it is over 1 yr ago. They now wanting £170 and saying this is a final demand . Surly I should of received a ticket in the first place with ways to pay ?
The company is DCBL . At the bottom of the letter it says this is not subject to high court or bailiff action . I really don’t want to pay for something Iv not done but also don’t want to get into any trouble . Advise greatly taken thanks in advance .

When you read the NEWBIE sticky did you find anything in there to answer your questions. Is your V5C up-to-date? This could be why you did not receive the original PCN.2
