How to appeal after 35 days

I went for ASDA for shopping on 13/05 and parked my car for less than 30 mins and I  do remember on that day parking machine scanning was not working, so I have entered the barcode number manually to pay via ASDA free parking ticket and paid successfully 

I have got a parking charge notice from Highview parking in July 5th to pay fine as 100 pounds  and I haven’t received the first to letter from Highview parking for appeal. So, I have sent an email to Highview with proof of my ASDA shopping banking statement as I didn't have chance to appeal online, but no reply back to email from them. I am unable to speak them over the phone and no one responds properly.

Today I have received new letter to pay an extra of 70 pounds as total of 160 pounds. I am not in position to appeal nor talk to them.

Can someone guide to tackle this situation and appeal to them even after 35 days.

    Who is the letter from ?
    If its a "letter before legal action" direct from Highview then you can still bang in an appeal today

    And just complain to the BPA that you received no NTK only a reminder but your appeal was ignored and you didn't receive a rejection letter either.  They will investigate.

    Highview at Asda is odd.  Not ParkingEye?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
