    They'll soon sort out ALL the issues...
    They can't do anything about pipes which aren't public sewers, unless there's an unlawful connection and/or an inappropriate discharge etc.

    If one person's sewer crosses into another person's land, and joins to the sewer pipe on there which continues to the mains, that makes it a public sewer, doesn't it? On that basis - if it's the case here - the WB would be very peeved if someone deliberately blocked off a sewer.
    If the OP's sewer pipe simply crosses over the neighbouring land to get to the main sewer, but does not join to any other property's sewer on the way, what's the case then?

    If the OP's drainage goes into a sub-surface pipe which is in someone else's land, and that pipe 'communicates' with a public sewer then the sub-surface pipe will (now) also be a public sewer.

    From what the OP describes the sub-surface pipe is almost certainly  a public sewer and the neighbour cannot damage or deliberately block it.

    However, if the neighbour blocks or removes what the OP describes as a 'down pipe' (or alternatively a RWP) then that isn't something the water company can do anything about.
