Reminder Letter LHR drop off but no NTK : what do I do?

My daughter dropped a friend off at T2 on 10 June and remembered a week later that she hadn't paid the drop off fee so we have been waiting for NTK (to appeal using your template!)
Nothing came. Until this morning when I received a Reminder Letter, dated 21 July. There is no mention of the original PCN date, only the PCN number and date/time of contravention.
Please can you tell me how to proceed?

Can whoever the letter is addressed to go online and appeal it? Might still be in time. Obviously not saying who was driving or that the £5 was forgotten.
The signs there at Heathrow are unacceptable (impossible to read in moving traffic in a busy airport) and they are operating it as a 'toll road' which is not a parking event, and they are allowing zero consideration period. AND they are not making it clear & obvious how to pay the £5 and there's no barrier or any way to pay by card on site...cashing in on people forgetting, not to mention old people not having internet access.
APCOA cases are 100% winnable by the registered keeper. Don't write your own appeal (nothing about the story of what happened) and DON'T tick 'driver'!

I knew that I could appeal as I had to earlier this year (successfully) so would have done if I'd received the original NTK.
My question was more what is my position if I never received NTK? Can I still appeal? Have they missed their deadline? I looked on the forum and couldn't see anything covering this particular circumtance

Can you appeal, yes or no? Not by reading what this letter says. By Googling 'APCOA PCN appeal Heathrow' and finding the portal and trying to appeal?

Sorry to be pedantic but you seem to be mmissing missing my point.
The newbies template (which I have successfully used before) refers to receipt of a PCN. I did not receive a PCN, only a Reminder Letter. I know how to appeal using the website on the Reminder Letter" but the template wording is not applicable to receipt of a Reminder Letter
What appeal wording should I use to reflect an appeal on the "usual non-complaint" basis but with non-receipt of the original PCN?

Really sorry but I've been reading the newbies and forum lots and am really unsure whether the APCOA Reminder Letter serves as a NTK if I haven't received the original NTK. There are mentions of Reminder Letters but it seems to be at the second stage of appeal to POPLA not the initial appeal to APCOA. IF it isn't an NTK then how do i prove I didn't receive the NTK?
Offence allegedly was 10 june.

It makes ref to PCN, VRM, Date of issue of THIS notice in box on RHS

In regard to PCN xxx which was issued to you at
Heathrow Drop Off T2 for the contravention of
Use of Drop Off Zone without making a valid payment on
10 June 22
The contravention is breach of t&c. Signs are clearly displayed etc
Then 2 ANPR photos
on the back it says as we haven't received payment or an appeal we would like to remind you that this PCN is still outstanding.
My questions are
1. Does this reminder constitute NTK if I never received the original NTK. This wasn't sent recorded so I doubt the NTK was so how can the prove whether i received or not?
2. If it does constitute NTK, I assume I appeal using the blue thread as I have before
3. If it doesn't constitute NTK, do I appeal on the newbie basis but also add in line about it not being received in time?

If the reminder is the first communication the keeper has received, then treat it as the NTK. Try appealing online or by email, but if all else fails, appeal by post. Use the template in blue, sent by the keeper, unaltered save for a one liner that *the NTK is non-PoFA compliant*, and the land is not relevant land therefore the keeper cannot be held liable because airport byelaws apply.
If it has to be sent by post, send it first class from a Post Office counter and obtain the all important free proof of posting.

If you are the RK (a question I posed that you haven't answered - this is a two-way process and you're asking more questions than we are), then send off the blue text template as advised by @Fruitcake above.
