Care home and Family Home

My mother had a stroke the end of May she lost her memory and eyesight and was having a lot of delirium  she got Covid  and lost a lot  of weight on the 14th July was put in a home for assessment  and now has caught covid again. She Has got a bit better and her eyesight has come back but memory is really bad and she  incontinent.My Mother owns her own house witch she cared for a cousin who was mentally ill and her son lives there who has a terminal blood cancer she has 24K In the bank and i used to manage the money with her bank card i am not an appointee i have stopped using the card and am waiting for cousins money to be sorted out with DWP the thing is that bills have come gas/electric/tv licence and a letter and the assessment period is coming to an end soon and forms must be filled in for payment for home if she stays.
At present my mother would be unable to come home as she requires care and my bother is unable to look after her and i have some medical issues myself and live 20 miles away.
 WHAT SHOULD I DO ABOUT THESE BILLS?
 THE HOME IS £600 A WEEK WILL SHE GET ANY HELP?
WHAT HAPPENS TO HER STATE PENSION AND FORD PENSION ?
WHAT HAPPENS TO THE FAMILY HOME IF SHE STAYS IN CARE?
WHAT HAPPENS IF HER HEALTH IMPROVES SAY IN 3 TO SIX MOTHS CAN SHE COME HOME?

    Suggest you phone/contact Age UK and/or Citizens Advice for help in sorting this out as from your post it sounds a complex problem.

    How old is mother, is she capable of making her own decisions? If so I would ask her if she wants you to pay bills. If not, would contact the gas/electric/tv licence/care provider and ask them to wait until you have legal advice and PoA.

    I can answer some of your queries having put my mum in respite care and then permanent care at the end of March.
    1 she needs urgent assessment by social services as she won't have any savings to pay the fees. She gets to keep what she has as its under the threshold 
    2 Even though she has property, you can ask social services to lend her the money for her care for now, they then reclaim the money when her property is sold.
    3 seek legal advice and also speak to age uk re the position of the other people living in her property.
    4 if social services are funding her care, then her state pension is reduced to, I think, £25 a week to cover essentials and the remainder used to part fund her care
    5 if she sold and self funded then she would probably be entitled to the higher rate of attendance allowance, but its a pittance compared to the cost of residential care, my mum pays £995 a week, has also just caught covid at 94, but is doing ok
    6 having mum at home might be possible with 4 visits a day, but could be very stressful for you. My mum is 90 miles away, so although we tried, home care was never a long term option
    7 get POA for health and welfare AND finance. If mum gets pension credit or has less than £1200 a month then its either free, or reduced. The forms are a pain, someone at Citizens Advice could help you with them BUT they take several months to come through and energy companies can be difficult if you don't have it
    8 phone utility companies and the council and ask them to pause payments until you have sorted out poa and funding Explain someone else is living in the property so they don't just cut off the supply

    Some good answers above.  I also you suggest you post the exact same question on the benefits board.  If you like I can ask for this thread to be moved there.  That board has a lot of full time experts on it - this board is a little quieter (we like it that way)
