If heated by electricity, there's not a lot in it.
However most wet heating systems are heated by gas, oil or LPG - and these are likely to be much cheaper to run than electric underfloor heating.

In addition to the above, the other thing to remember is that if there is a fault with a radiator, the radiator is on the wall and almost always easily accessible. Electric underfloor heating can and does (with time) fail, particularly if not laid on a solid floor where it can flex, repairing/replacing it involves pulling up the floor which is expensive.

Underfloor is slower to heat up than just heating the air. Did you mean elec underfloor vs elec rad?

Is this a small bathroom or large living rooms?

Wet radiators from a gas boiler will be significantly cheaper to operate than electric underfloor (they will be around a third of the cost of electric), they will heat the room quicker and will likely cost less to install as well, especially if you are replacing like for like. They will also be much cheaper to fix if things go wrong.

Gas is far cheaper, There's no contest here, unless your a millionaire with money to burn? Just the install cost alone would be rather large.
