Manchester City Council - Penalty Charge Notice

Hi,

This weekend (Saturday 23 July 22) there was a party in the park at Platt Fields in Manchester. I parked on Grangethorpe Road (https://www.google.com/maps/@53.4475889,-2.2216233,17z) along with other drivers.
When I came back I had a ticket citing "Parked in a residents or shared car use parking without clearly displaying either a permit or voucher or pay and display ticket issued for that place". The fins is £70, reduced to £35 for early payment.

My contention/observations:

1. there are NO residential properties on that road
2. only the first half of the road had yellow cones on them - the second half of the road did not
3. I am 99.99% sure that the yellow temporary boards tied to the lampposts stating "Sat 23-Sun24 Enforcement vehicles operating" were not there on Saturday - but were there on Sunday
4. On other nearby street entrances there was a big red road sign saying "NO EVENT PARKING RESIDENTS ONLY" - but there was no such sign on Saturday nor Sunday on or near Grangethorpe Road.
5. there are no machines to pay for parking on that road
6. there are plenty of yellow signs saying "Mon-Fri" with timings but nothing for weekends.

Worth appealing or not?

    As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:


    Have a read through some of the other threads there before you post your own, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
