Guaranteed Growth Plan -too good?

Are these plans ,as good as they sound? i have 20k to invest for the children,and don't want to come out of any investment with less than i went in with (the children may make me homless then!).The plans seem to run for approx 3-6 yrs depending on company.The children are 6 & 8 and the investment is to last until they are 21 so the length of time that I can leave the money in is not a issue.The Abbey is offering a minimum guaranteed return of 21% tax free upto a max of 44% if left in for the full period of 5.5 yrs? Is this a good deal?
