Best free (or low cost) PDF to Word converter?

Hi,
Please can anyone recommend the best free (or low cost) PDF to Word converting software for a laptop?
I tried the one listed first in a comparison website, which was "WPS PDF to Word", but found this (a) could not convert files that are "images" and (b) is limited to only 3 pages at a time. So if you have a long document you have to do it in stages and they don't make page selection easy.
Is there a better functioning free or low cost alternative that anyone can recomment please?

Recent versions of Word can open them...Or you could use the "recover text from any file" filter if its the content you want.1

Just used the free online version of Word to open my latest energy bill. Not perfect but it worked, you can edit the numbers so that your bill for the month is less than four figures...Neil_Jones said:Recent versions of Word can open them...1 -
Thanks both, I wasn't aware of the Word functionality. Yes, it is the text content which I would need to reproduce as plain text in a new Word doc. I'll take a look at Word now, but any pointers? I think I have Word 2013.0

The method I use to convert PDF to word or libre-office format is via google drive and google docs
1) Open Google drive.
2) From the My Drive dropdown select File Upload to upload the pdf file
3) Right click on the uploaded document, select Open WIth Google Docs
4) Within Google Docs: File->Download->your chosen format.
