Parking Ticket (Disable Badge Present)

I'm in England,
This is for my elderly disabled mother. She has a disabled pass and she has recently received a parking tickets outside a football ground.
The place where she is parked has a single yellow line but honestly these are in dire need to repair and are broken up due to wear. There are no visible yellow markers on the curb.
The ticket says she was parked in a loading zone and is subject to the penalty.
I know with the blue disabled pass it does give some rights to parking on some no parking zones and she has parked in that location many times with no issues
The pass was clearly marked with the correct times on display.
Another key point is that there was a line of cars Infront and behind the car.. some had passes some didn't and we know the same car was their before and after we left.. but no tickets were on any other cars..
Due to this I am wondering her rights and if this can be contested. We have photos of the lines the other cars her car etc

Has someone been back to check whether she was actually in a loading bay (poorly marked or not)? And if she was, how poorly marked was it? Were the other cars that weren't ticketed also in a loading bay, or just on single yellow lines which didn't apply at that time?
I know that the parking permits we have at work which allow visitors to park in 'residents only' bays absolutely CANNOT be used in loading bays. And those bays can sometimes be fairly small and not easy to distinguish from 'normal' bays.
I ask because DH once came home in high dudgeon about a parking ticket he'd received. We went back to take a look (he'd been in a hurry when he first returned to the car) and it was absolutely clear that he was in a space reserved for coaches. He'd just misread the signs as normal parking bays. I know, Specsavers ...
