Parking Ticket (Disable Badge Present)

I'm in England,

This is for my elderly disabled mother. She has a disabled pass and she has recently received a parking tickets outside a football ground.

The place where she is parked has a single yellow line but honestly these are in dire need to repair and are broken up due to wear. There are no visible yellow markers on the curb.

The ticket says she was parked in a loading zone and is subject to the penalty.

I know with the blue disabled pass it does give some rights to parking on some no parking zones and she has parked in that location many times with no issues

The pass was clearly marked with the correct times on display.

Another key point is that there was a line of cars Infront and behind the car.. some had passes some didn't and we know the same car was their before and after we left.. but no tickets were on any other cars..

Due to this I am wondering her rights and if this can be contested. We have photos of the lines the other cars her car etc

    Who issued it?

If a Council, what Contravention Code?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The nearest lamppost does have this sign on it...

Although looking closely, it does look like that sign is adjustable - hinged in the middle. Maybe it is changed when there is a match at the nearby Deepdale Stadium.
That means that GSV is not going to help you understand what might have been displayed at the time of your parking event.

And some of it has yellow kerb blips and some doesn't.  We suggest you ask on pepipoo Decriminalised penalties forum.

Never seen a hinged sign before - hardly a permanent fixture!

You need to check the signs for her, this was at the end of the road on google maps, looks like a hinged or missing sign. Then a polite letter to the council with a copy of her blue badge and pics of the signs and  missing road marks.

That too is a hinged sign - folded closed and that image most probably taken at exactly the same time as my earlier image - in June 2021. Rather strange that those two signs on the same stretch of road were displayed differently at the same time.

It can be seen here in July 2017 - unfolded but almost totally obscured by foliage...

Yes, Pepipoo should be able to have great fun with this...
    - two signs on the same stretch of road saying different things,
    - a sign almost totally obscured by foliage,
    - curb blips so worn that they have vanished in places.
But remember, the first two of those may not have applied on the actual date of your alleged contravention.
