Paypal - Violation of User Agreement.

Last night I tried to make an online purchase of 2 bottles of gin costing £52 in total. I used Paypal Express Checkout but it pinged back a message saying that “ this transaction is in violation of my User Agreement”
I have raised this with PP but I have to wait 72 hours for them to review it. I’ve had PP account since 2007 with no issue whatsoever and use it regularly for buying various items.
Has anyone else had this experience and can shed some light on it for me? TIA.

It'd be rather harsh to punish the purchaser for a transgression on the part of the merchant, surely?

UPDATE: Paypal have processed the payment today but I’m still waiting for an explanation regarding the grounds for Violation.
