COL Payment - per household or individual?

Hi,
I've looked through all the posts on here and searched online for an answer to this question but still not found one.
Is this payment per household or individual?
I've seen press releases that state both, and I know joint claimants will only receive one payment, unrelated people living together (if eligible) each receiving separate payments.
What I've not seen answered is if 2 (or more) related people are living together, both being eligible, will they both receive this payment or as they are related are they considered a household, so only receive one?

I believe it's per claim so a couple claiming UC would be on a single claim, but adult offspring or other people living with the couple will have their own claims.0

I would imagine if the claims are separate claims then each claimant would receive the £650 (assuming they each met the other criteria regarding eligibility).
The energy payment would only be paid once i.e. to the fuel account.

It's not household or individual claimant - it's each qualifying claim that will receive the £650 payment, regardless of how many people are on the claim or live in the household.So a couple with 5 children will receive £650, as will a single adult claiming UC.You could have a couple (get £650) living in a house with 3 Adult children all with their own UC claims who would also each receive £650.0

I live with my adult daughter and we both claim qualifying means tested benefits so we will both receive the payment.
