I am wondering if people on the state pension qualify for this cost of living payment. Is it too early to find out?

State pension alone doesn't qualify you for the £650. If you were entitled to a payment of either Pension Credit, tax credit or Universal Credit between the qualifying dates then you will. Full details here. https://www.gov.uk/guidance/cost-of-living-paymentYou will receive the winter fuel payment.

Ah. I have not got this yet. i expect to get the pension in November. I am on UC with extra payment similar to ESA.0

Oh, you won't get the Winter Fuel payment this year then; you have to be a pensioner in the qualifying week of September. https://www.gov.uk/winter-fuel-payment/eligibility
As you currently claim UC you will get the £650.0 -

I haven't heard this bit of news.. Okay. How is this £400 going to be done? Will we receive £x off our monthly bills or a lump some of £400? That would be nice. £326 = £400 = £7260

If you have a pre payment meter then it will either be added to your meter or paid as a voucher. https://www.gov.uk/government/news/energy-bills-support-scheme-explainerThere's also another cost of living payment of £324 to be paid sometime in the autumn but the criteria for that hasn't been anounced yet.
