Time limits on PCN court claims

Hi all
Apologies if this is a question that has been addressed elsewhere, I couldn't find it. I'm being pursued for a PCN that was incurred more than 6 years ago, I'm just awaiting an LBC. My understanding is small claims court usually has a limit of 6 years for breach of contract. Is my understanding correct and therefore is it likely that a claim can actually be raised/will be accepted given that more than 6 years has elapsed since the PCN was first issued?

A claim for an alleged debt cannot be started in the courts after six years in England and Wales due to the Limitations Act coming in to force.
A claim can be pursued through the courts after six years as long as it was begun before six years.
A LBC/LOC is not the start of a claim. That only comes once a claim form has served on the defendant.
In Scotland, a debt or alleged debt ceases to exist after five years.
