SIM can I use on other networks MobiWire Klah mobile

I am a pensioner and have an old PAYE MobiWire Klah mobile phone which I only use it emergencies. It seems as it not switching on at all and battery is not recharging when I plug in the charger that the problem would appear to be faulty, unless anyone thinks there is an alternative issue that I can test It is on the EE network and as I have a decent sum on the SIM card can i use the SIM card on other networks. I can purchase the same phone very cheaply on the Vodaphone network. Preferably I do not want to lose the data. Will the SIM card work on the other networks. I think I could purchase another battery, but that could be a mistake if that is not the cause of the problem If not, can I get a refund on the outstanding balance on the SIM especially as I cannot switch it on. My nearest EE shop is now miles away and it is not worth the fuel and parking costs to take the phone into them. Any advise/suggestions will be appreciated. Thank you.

If I'm reading that correctly, no a EE sim will not work on Voda. A sim is tied to the network it's issued on.
The none of the networks refund credit, so your best bet would be to buy a phone that's either from EE or is 'sim free' and just put your current sim into that.

I believe phones can be carrier locked as long as they provide unlocking codes when requested by a customer.0
