Refused Solar Panel grant because I don't have felt under my tiles...

Hi, 

Got half way through the solar panel grant from the council under the Green Homes Grant Local Authority Delivery Scheme and they have refused me.  The reason is, my roof (in good order, typical ex council tiled roof) hasn't got felt under the tiles.  They believe this means it's too old and will likely fail during the service life of the panels.

Can I challenge this?  Should they offer to fund felting the roof as part of the package?  What if I get a roofer to give the roof a one over, fix anything and issue a certificate that its up to scratch?

Anyone know of a grant for roof repairs?

Any advice appreciated.  Thanks, Greg

There will be rules about what is required and your roof doesn't comply.  That's basically the end of it. 

Should who offer to fund felting?  Felting isn't a simple job as all the tiles and battens have to be removed first.  It's a job which will cost thousands of pounds.

Do you have any idea what rules they are ruling to?  I'd love to have a look at the chapter and verse.
